how do i output an stl for a stepped gear(a gear with multiple tooth counts on different diameters)? is it even possible?

It is possible , but not easy. First, youd put all the gears fully toothed
on one shaft in center of program screen. Then youd have to run
Vexx and import each gear using the Gearotic button. They will all
appear as vector art centered at one zero point.
Then youd have to edit the gears by drawing lines radiating from
center at tooth count swapover points desired and clipping out the
gear sections you dont want using the scissors.
Finally, youd group the resultant gear, and extrude it , then save the stl.
A pain, but quite doable..
